Supreme Court schooled on the Budget program

A retraining session was organized for Members of the Supreme Court on the Budget program on Monday in Yaoundé.

At the beginning of the training session organized to strengthen the capacity of officials in the Supreme Court, its first president was keen to clarify its purpose: "It is a prerequisite for the achievement of the results, a necessity to avoid the sclerosis of the staff of the Supreme Court," noted Daniel Mekobe Soné in his speech.

Minister of Finances, Alamine Ousmane Mey, explained that the December 2007 act on the financial preparations of the state has changed its budgetary law and introduced new rules of development, presentation, execution and control of the Finance Act. Here, the priority is now accorded to results-based management.

Next to this situation, there is another certainty: the Supreme Court, the highest court of the country acting in judicial, administrative and financial matters embodies the judicial power.

Thus, it occupies a prominent place in the new framework of state management. Under the Act of 21 April 2003, laying down the powers of the Chamber of Auditors (one of the Chambers of the Supreme Court), it conferred on them judicial and non-judicial skills.

For example, the Chamber of accounts controls and judges the work of public accountants. On the other hand, the same institution is competent to give an opinion on the regulation bills presented to Parliament. Thus, the need for the appropriation of ongoing reforms.

Cyril Edou Alo'o, head of division of budget reform at the Directorate General of Budget added as a prelude to the preparation of the 2016 budget, it is appropriate for the August institution to recycle its staff and members of the chain of planning-programming-budgeting and monitoring and evaluation.

Six modules were offered to learners: presentation of the 2007 Act, covering the financial regime which introduces innovations on the rebalancing of powers in budgetary matters.

Others are the strategic planning framework, the preparation of the budget, the actors and tools development, piloting and control of operations are the other attractions of the training. The three chambers of the Supreme Court were represented.
