The former Minister of the French State, Jean-Louis Borloo, has solicited the support of African MPs and unequivocally called for the emergency establishment of a 'Marshall plan' over ten years to illuminate 80% of the African continent, on Tuesday.

After the tour of several countries where he met 52 African heads of State, the former Minister of Environment in France sought the support of other Ministers and members of the Pan-African Parliament (PAP).

The president of the Chamber, the Cameroonian Roger Nkodo Dang, gave him the opportunity to better explain his project and its issues.

"I came to ask you to put the developed countries before their Aids during the next climate summit in Paris. Take advantage of the opportunity, address every single topic and do not let go. We want the tangible plans for January 1.

It is a unique additional project to aid development and an agency to finance the electrification of Africa and managed by Africans", hammered Jean-Louis Borloo. This proposal generated a lively debate and questions from more than 30 parliamentarians on the interest of the proponent of this idea.

And as if to testify to the complexity of international negotiations like those that lie ahead in a few weeks in Paris, Roger Nkodo Dang recalled that "every time that Africa has gone to a discussion with several projects facing developed countries, exchanges rarely led to its advantage".

The president of PAP sent the draft declaration of support to the initiative of Jean-Louis Borloo for examination at the Transport Committee of PAP. The declaration must be debated and adopted in plenary during this session.
