False Deposit Certificate: State loses more than FCFA 391 million

A complaint was filed with the judicial police by the chief accountant of the general pay office who had noticed the similarities between cash vouchers numbers.

According to Francis Essono, deputy head of the treasury, the defendants (cashiers) embezzled some money which has cost the state more than FCFA 391 million

"Cashiers were recycling the savings bonds by falsifying and entering new payment dates," said a witness as reported in the Emergence newspaper on Wednesday, October 21, 2015.

According to Francis Essono, "they had accomplices so during the investigation, it was possible to get hold of other people who were not cited in the complaint," he said. The Cashiers managed to change the payment amounts and falsified the registered seals of the payer.

"The attempts of the defense to demonstrate that lady Valentine Baran, whose name is not on the previously filed complaint, is not concerned, proved fruitless," it read.

The survey in its course dismantled a trafficking network of all good funds that has cost the state more than FCFA 391 million. One of the cashiers has already pleaded guilty and several others admitted the charge. According to the newspaper eight accused have been set free.
