Fako PIB realisation suffers another drop

Both the physical and financial execution rate of the Public Investment Budget for 2014 has suffered another drop.

The revelation was made by the Vice Chairperson of the Follow –up Committee of the execution of the PIB in Fako, Reverend Mary Wose disclosed this during the Fourth Quarter session of the follow up committee for the Public Investment Budget.

Presenting her opening speech during the session of the committee, Rev Mary Wose said after learning from the errors in 2013 and the resolve to go into action to ease the daily lives of the population and after embarking on frank collaboration to ensure good quality work and physical execution much did not change.

According to statistics, the Physical execution rate for the public investment budget in Fako stands at 67.54 % which is worst than 2013, which stood at 84.31, and 96.30 in 2012.

Similarly, the financial execution rate in the last three years has also been on a decrease from 84.39 in 2912 to 62% in 2013 and 40.2% in 2014.

The Vice Chair of the committee explained that the problems are still present, that is lack of collaboration, lack of seriousness in choice of contractors, presence of priority projects etc.

Reverend Mary Wose, told reporters at the end of the meeting that “I think that from the discussions we can also look at the situation of the credits, the credits did not come in time and it is a major hindrance”.

She reiterated that contractors are not committed in doing their work and that even those committed, have some constraints.

Optimistic 2015

Reverend Mary Wose was very optimistic as she said “At the end of the day we are still calling on all those involved to do their work and I believe that if each contractor decided to put in their best, I am hopeful that 2015 is not just going to be like last years but there shall be positive changes in the realisation rates.”

She also commented on the absence of contractors and other stakeholders during evaluation meetings and lack of collaboration.

“I think it is a sad situation, this is what we have been reiterating throughout the years; we have always preached collaboration between stakeholders, especially vote holders and contractors; we have never seen a situation where engineers do not cooperate but in 2014 it was the case.”

Reduced funds for 2015

Speaking to reporters at the end of the meeting, the Divisional Delegate of MINEPAT, Mrs Ndam Nsangou, said the reduction of the allocation of fund for Fako for 2015 financial year did not in any way mean lack of confidence, rather that it may be as a result of budgetary allocations by the state for strategic reasons.

She said even if it is the case, then the Government is right because “Fako has many project but it seems they do not want to execute them, for example, there are two projects that have been completely abandoned”.

On the cause for a low financial execution, the Delegate explained that the reasons are many; attitude of contractors, some do not even have the financial capacity, the priority projects as well as lack of follow up of vote holders.
