ECCAS reclaims 50 billion CFA francs promised by Copax

The new kamikaze attack by Boko Haram at the central market in N'Djamena, Chad, where a dozen were reported dead and several wounded on July 11, 2015, has reopened the debate on the special fund which was decided by the extraordinary Conference of Heads of State of the peace and security Council in Central Africa (Copax) in February 2015.

For this purpose, Ahmad Allam-Mi, the Secretary General of the Economic Community of Central Africa States (ECCAS), signed a release in Libreville, July 11, that as a first step he "condemns with the utmost firmness this ignoble and cowardly act directed against innocent civilians and the institutions of the Chadian State.

Subsequently, he recalled that "this situation shows the urgent need for Member States to make available the 50 billion CFA FRANCS special fund decided by the extraordinary Conference of the heads of State of Copax in Yaoundé to support Cameroon and Chad.

The Pact of mutual assistance between the Member States of ECCAS, in addition to the creation of a joint Multinational Force (MMF), had decided to establish a Fund for emergency aid in financial resources amounting to 50 billion CFA FRANCS on February l4.

Since then only the FMM is gradually taking place. The promise to financially support Cameroon and Chad in the front line in the war against Boko Haram has still not been materialized.
