Cameroon PIB executed at 89.60%

The Minister noted that out of the 1,000 billion CFA FRANCS of the PIB for the year 2014, 895,8 billion was used and 713.7 billion was settled making 89.60% in terms of commitments.

The overall level of implementation of the public investment Budget (PIB) of Cameroon is thus stand at 89.60% of internal resources in September 30, according to the Minister of economy and national planning, Emmanuel Nganou Djoumessi.

In a statement issued last Tuesday, the Minister said that out of the 1,000 billion CFA FRANCS of PIB for the year 2014, 895,8 billion was used and 713.7 billion was liquidated 89.60% in terms of commitments.

With internal resources on an endowment of 709 billion CFA FRANCS, 534.9 billion was used and 355.6 billion has been liquidated leaving 75.45% commitment.

With regard to external resources, 360.9 billion have been committed and 358.1 billion liquidated on an allocation of 291 billion CFA FRANCS, recording a percentage of 124,04%. With regard to credits delegated in the decentralized structures, 24.01% has been engaged, 18.65% liquidated to attain 37.34% of physical achievements.

According to him, the commitments on the PIB, all sources of funding, i.e. 89.60%, are in marked improvement over Financial Year 2013 when this rate was 68,52% on the same date. "The situation of credit delegated, even though it had an increase of 10 as compared to Fiscal Year 2013, it remains very worrying and consequently calls for additional efforts," said the Minister.

To improve consumption of BIP2014, corrective measures have been taken, including didactic support which has been given to different owners to enable them to better prepare projects and better driving performance projects and the provision of owners, a maturation of projects guide.

In addition, mentoring and technical support missions deployed from March, with owners for capacity building of responsible personnel of the monitoring execution of the PIB, including ministerial departments or devolved services have been identified to be on the decline.

To ensure better implementation of the PIB for the year 2015, the Ministry has made arrangements so that all projects included in the TWEET from the ministerial departments and those that will mature while the centralization of the projects has been made current on November 1.

Similarly, the programming of public procurement must be learned on this date of centralization of the PIB of the ministerial departments and the public procurement shall take place before January next year with the 2015 budget.

As the tender files, they will be prepared well before the launch of the budget and that resources for the preparation of these DAO are made available in the budgets of the owners, concluded the Minister.
