Aspirants for FECAFOOT presidency to pay caution fee

Candidates hoping to run for FECAFOOT Presidency would now have to pay a caution fee of FCFA 2 Million. The fee will be refunded if a candidate has one-third of the votes, and not refunded if the votes are lower than that. This is one of the changes in the FECAFOOT statutes as formulated and written by the Adolphe Minkoa

She headed Statutes Revision and Election Commission of the Normalisation Committee of FECAFOOT. The changes came one year after the installation of the Normalisation Committee by FIFA.

The revised statutes reiterate the fact that the new President would have to reside in Yaoundé and be physically present.

At a press conference in the FECAFOOT conference hall in Yaounde, Tuesday, July 22, Minkoa, She hinted on who could forward for the candidature for the post of FECAFOOT President. “Such a person apart from the moral guarantee would have to seek the blessing of eight of the 72 delegates at the general assembly besides the FCFA 2 million caution fee. If the outgoing President fulfils the laid down conditions, he/she can be a candidate for the position,” as indicated in the new statutes.

The President of the FECAFOOT Normalisation Committee, Joseph Owona said a Bailiff will be invited to cross-check the identity of candidates at the elections and there will be no ambulant voters.

The new statutes provide for the separation of powers in the three organs; the Executive, Legislature (General Assembly) and the Judiciary. Members of the Judicial Department would now be elected by the general assembly and not appointed by the President as was the case before, while the problematic Article 4, on the specialised commissions has been suppressed.

The creation of the Arbitrary Tribunal is embedded in Article 45, which allows interested persons to adhere on their own volition. Aggrieved persons are open to take their problems to this court, if not; they can also go to the National Olympic and Sports Committee to seek for redress.

The Executive Committee of FECAFOOT has been reduced to 15 persons while the General Assembly is composed of 110 persons with no category having a majority. The General Assembly is composed of representatives from the professional football clubs, the regional leagues, representatives of amateur clubs and related associations.

Interestingly, a Commission of Supporters and Animation has been created, as this group of persons has complained of being left out in football administration of the country.

Following the calendar of events, the Normalisation Committee of FECAFOOT will be packing out of the Federation’s headquarter on December 2 after the installation of the new President.

A General Assembly has been slated for Saturday, August 23 with the old members to adopt the statutes after which their mandate expires.
