Touloum: '1700 CM2 pupils do not have birth certificates'

A recent study by the United Nations Development Programme (UNDP), has just made a disturbing revelation. Indeed, as part of its program to support the improvement of services provided to users of public services (Paaqsu), the United Nations Development Programme conducted a study in three municipalities in the region of the Far -North.

These are in Maga in the Mayo-Danay department, Touloum and Moulvoudaye in MayoKani. This study shows that in the locality of Touloum, for about 2500 students enrolled in CM2 and recorded in the inspection district of Basic Lessons (Minebase), only 800 have a birth certificate.

According to the newspaper L’œil du Sahel of Thursday, October 22, 2015, this study illustrates deprived population's access to quality public services which are considered as a right.

The results from the three towns in the study shows the low capacity of public services for users in the provision of complete and accurate information, absence of planned objective services, minimum quality standards, the existence of corruption, counterfeiting supposedly free services, lack of performance and standards officers, a charter of public services, among others, the paper said.

According to Jean Paul Nlend Nkott, Chief Technical Adviser at UNDP, the study was intended to assess the quality of services offered and to propose a support plan and the strengthening of municipalities concerned to improve services to users.

During a restitution workshop of the study on October 21, 2015, in Garoua, officials of the Ministry of Public Service and Administrative Reform, UNDP and the municipalities concerned, have tried to find solutions to problems raised by the study, informs L’œil du Sahel.
