Littoral without a governor since October 02

On Monday, October 12, 2015 at about 12 noon, the parking lot of the building that houses the services of the Governor was almost empty except vehicles of some personnel who are delegates of various ministries working from the building.

They include the delegation of Foreign Affairs, the Ministry of vocational training, the regulation of public procurement agency, the delegation of the Ministry of the environment. The parking lot for the vehicle of the Governor was also empty.

"The Secretary-General of the region is not there, he is in the field with the staff of the region", it was indicated.

Etienne Ludovic Ngwa, the Secretary general of the region continues to work in place of the Governor. But, "he cannot take the decisions of the Governor, he was not appointed by presidential decree. Moreover, for the Governor, you should know that it is an administrative act that ends his term. This is to say that it is only an Act, a decree from the president of the Republic that will tell when Joseph Beti Assomo’s functions will end. That said, every time, since he was appointed Minister, he is constantly sent documents to sign," noted an expert on administrative matters.

According to him, even when the president of the Republic appoints a new Governor, the outgoing signs documents until his successor takes up service.

Speculations are already being made about the successor of Beti Assomo. "It is true that president believes that he cannot appoint a prefect right away and make him the Governor of the littoral. It takes a moderate somebody experienced like Jean Abaté Edi'i, like Adolphe Lélé L’Afrique, someone who governs well and who knows the region well," analysed this official.

And there is not a fixed time period to end a vacancy of a Governor. "Everything depends on the president of the Republic. But I remember when Gounoko Haounaye was gone, we spent three months before receiving a new Governor. For the arrival of a new boss of the Littoral, this could take some time because many Governors currently have already attained retirement age. Therefore a major change is underway," we learned.
