Dead people appointed under delayed decrees signed by Biya

Boris Boniface Mbah, who died 8 months ago, is one of the beneficiaries of the Decree of 8 October 2014 on the renewal of the mandate of some members of the National Commission on human rights and freedoms.

This is yet another unusual appointment signed by Paul Biya. The flaws of the administrative arrangements of the Presidency of the Republic of Cameroon were revealed by the National Commission of the rights of man and freedoms (CNDHL).

On October 8, 2014, the Cameroonian president signed four decrees on the renewal of the mandate of some members of the National Commission for the rights of man and freedoms.

Among the appointed was a dead man, Boris Boniface Mbah, who died 8 months ago was a representative of the workers unions. The Act which naturally surprised the relatives of the deceased to the point that some regretted the delay of the Act signed by Paul Biya.

This is not the first time the head of state has appointed dead persons in his decrees. On January 18, 2011, Njutapmwoui Ousmanou was named sub-prefect of the District of North Makombe while he had been dead since May 11, 2010.

The errors from the President could be explained by the long delay of the draft decrees and other texts to arrive at his table. It could also be as a result of ineptitude on the part of the administrations concerned as they do not take the time to verify or update their documents.
