Who's afraid of a programme budget?

Through a dedicated work on Wednesday in Yaounde, Viviane Ondoua Biwole questioned the implementation of this management system hampered by multiple resistance.

What strategies for better implementation of the Programme budget in Africa? That is the question that emerged from the book: "The budgeting in SSA program between infancy and resistances."

Viviane Ondoua Biwole, PhD in management science, endorsed the duty placed on the table of public officials and administrations with the subject of the program budget which, although implemented, will soon bear fruit.

The third book by Viviane Ondoua Biwole in four years has been highly appreciated by the administrative authorities, economists and media men from many for the dedication ceremony Wednesday in Yaounde. This is especially because the work occurs in a context marked by a faltering implementation of this management system in sub-Saharan Africa.

Far from starting donor lessons, Viviane Ondoua Biwole, Deputy Director General of the Higher Institute of Public Management (ISMP) wished to provide managerial development. According to her, "the program budget comes to find a weakened administration by structural adjustments." A move strongly welcomed by the audience who felt that the well written and structured book has the merit of having well-known release issues.

Thus, all along the 267 pages that make up the book, the writer has conducted case studies, while leading a critical reading of the program budget that deals with 160 programs in Cameroon implementing it for three years. Before an attentive audience, she explained the spirit of all the chapters.
