Two new bills before the National Assembly

After receiving two bills from the Conference of Presidents at about 10:30 am, the MPs assembled thirty minutes after the plenary session for the purpose of receiving these texts under their review.

Having noted a quorum, the President of the National Assembly, Cavaye Yeguie Djibril, continued with the presentation of these texts.

On one hand, this is the bill on ratification of Ordinance No. 2015/002 of 2 June 2015 amending and supplementing certain provisions of Law N ° 2002/003 of 19 April 2002 on Tax Code. As a reminder, the President of the Republic signed on June 2, an order excluding from the tax base for excise duties within the limit of 3% of the overall production volume of companies, distributions free of property in the context of advertising or commercial promotion.

The same text reduces the amount of additional excise duties on certain alcoholic beverages. "An order made to reduce the negative impact on the purchasing power and the activity of the brewing companies, related measures contained in Law N ° 2014/026 of 23 December 2014 finance law for the year 2015," stresses the explanatory memorandum to the bill that will be defended by the Minister of Finance.

Secondly, there was a bill establishing the system of gambling and lottery. The text will be defended before the MPs by the Minister of Territorial Administration and Decentralization.

This is the updating and adaptation of a law drafted in 1989 where "some shortcomings were highlighted, in particular, the inconsistency of the benefits of these gaming and gambling companies, failure to respect specifications applicable to expense and the absence of an effective mechanism for permanent monitoring and regulation of the sector," says the preamble of the government.

The new text also takes into account the developments at international level, as well as the growing number of operators involved in the sector of entertainment games, gambling and lottery which are part of so many items argued for a general and substantial review of the law N ° 89/026 of 29 December 1989.

Today, members of committees for defense and production will meet to adopt the reports of the review of legislation on nuclear weapons and promoting small and medium size enterprises.
