State Property: Ebang Mve Urbain is new permanent secretary

Sequel to the presidential decree of December 22, 2015, Ebang Mve Urbain Noel was on December 30, 2015, commissioned as Permanent Secretary of the Ministry of State Property, Surveys and Land Tenure, MINDCAF.

He was installed by the MINDCAF Minister, Jacqueline Koung à Bessike.

She challenged him to help implement the ministry’s four main programmes for 2016, including modernising surveys, protecting and managing State assets, and setting up land reserves.

Several urgent activities also await Ebang Mve Urbain Noel’s inputs, she said. They are the Three-year Emergency Plan, projects concerning the 2016 and 2019 African Cup of Nations, AFCON tournaments to be hosted by Cameroon and emergency plans to speed up economic growth, contain floods and tackle insecurity. Koung à Bessike paid glowing tribute to the outgoing Permanent Secretary, Fritz Gerald Nasako, who moves to the Ministry of Public Contracts in the same portfolio.

Ebang Mve Urbain Noel described his task as huge, saying land is a prerequisite for the success of major infrastructure projects for which the Head of State was elected.

Consequently, land matters need to be tackled quickly in order to facilitate the implementation of projects; especially those concerning the Emergency Plan, he explained. He promised to support the Minister in her task and invigorate staff for greater results. Ebang Mve Urbain Noel is a holder of a Bachelor’s, ‘Maitrise’, DEA and PhD degrees in Public Law from the University of Yaounde II, Soa.

He is a 1986 graduate of the National School of Administration and Magistracy, ENAM, Yaounde, with major in Economics and Finance. He also attended the Higher Institute of Public Management, Yaounde, the National School of Administration, Paris, France and the National School of Public Administration, Quebec, Canada. Married and father of seven, Ebang Mve Urbain has held several senior positions in different ministries.

Until his appointment in MINDCAF, he was Permanent Secretary in the Ministry of Finance since 2012. Prior to this, he was Permanent Secretary from 2010 to 2012 in the Ministry of Mines, Industries and Technological Development.
