The new Minister in charge of Higher State Control for now occupies two remote stations of 380km apart on a bad road.

At the administrative district located at Up Station, the shadow of Mrs. Mbah Acha née Rose Fomundam Ngwari continues to hover over the Administrative Court of Bamenda, opened in 2013, to hear cases involving acts of public administration, relating to compliance in personal law.

The administrative court, created at the regional level to decentralize the former Administrative Chamber of the Supreme Court is organized as the courts. She has no vice president. "In the absence of the President, no judge can substitute for her. When the court receives a complaint, it is the President who shall designate the judge who will expedite the case.

The latter communicates the pieces to the parties, who work by transmitting the conclusions. We talk about replication and either party can make two conclusions in a folder. When conclusions are met, the judge sends the file to the public prosecutor, who makes her submissions. It is then that the case can be emptied at the bottom, "says a lawyer.

This means that in its current operation, the court cannot do without its chairman. This presence is all the more necessary, testifies Mr. Joseph Lavoisier Tsapy, another lawyer.

"Although recently established, the tribunal is already well rooted in the habits of individuals, that address the increasingly acts deemed vitiated in local branches of the state," says the lawyer. We hope that the new Minister for the Presidency of the Republic in charge of Higher State Control, who combines 19 years of experience in the body of the judiciary, will find time to ship pending cases, waiting to be replaced.

At 56, Mbah Acha née Fomundam Rose Ngwari magistrate is on top of the hierarchy since 1 July 2012. She has previously served as Vice President of the South-West of Appeal.
