The first cabinet meeting of the Government of October 2 took place on Thursday, October 15, 2015 at the Unity Palace. The President of the Republic, Paul Biya, who chaired the work, outlined in his communication circumstances of lack of cohesion in government action.

According to Paul Biya,"we have a strategy for growth and employment, which indicates the way forward to achieve our goals. But where does the problem come from in the action of the state in certain sectors of our economy which sometimes appears to lack consistency and transparency? ".

An address to members of the government including the head Philemon Yang, Prime Minister who has been reappointed during the government reshuffle of 2 October 2015. He stipulated elsewhere on the airwaves of the national radio, CRTV, that "we are in a developing country and a member of the government, be it Prime Minister has a responsibility that is heavy. We are determined, we are confident, and I think we will work and succeed together. We are here to assist the Head of State in his mission. He received a mandate from the people of Cameroon and we are there as agents to assist in his mission ... "

According to political scientist Eric Mathias Owona Nguini, this speech dedicated the triumph of political maneuvering and politicking logic on bureaucratic politics.

"There is a doubt on the credibility of proven presidential speech and respect for commitments made by the governing system to Cameroonians. Especially that the Head of State stressed the same problems, exquisite solutions have not seen implemention, "he said in Mutations newspaper of Friday, October 16, 2015 edition on newsstands.

Owona Nguini also thinks that in denouncing the lack of coordination of government departments, Paul Biya is also addressing the Minister and Secretary General of the Presidency of the Republic, also responsible in this regard.
