It was one of the key resolutions of the Extraordinary Conference of Heads of State Board of peace and security in Central Africa held in Yaoundé on February 2015.

The heads of state had decided to mobilize initially the amount of FCFA 50 billion to fight against the terrorist group Boko Haram.

Six months after this commitment, reports The Daily Economy in its edition of August 13, 2015, the Chairman of the Committee of CEMAC (Economic and Monetary Commission of Central African States) stated that "on July 21 , 2015, only FCFA eight billion have already been met."

According to Pierre Moussa "these funds came from dividends from the Bank of the States of Central Africa." So "what about the other 42 billion"? The newspaper asked.

"You have to ask the 10 member countries of the CEEAC. That is, Angola, Burundi, Cameroon, Central African Republic, Congo, Gabon, Equatorial Guinea, DR Congo, Sao Tome and Principe and Chad, who throng slowly to participate in the war effort," says the newspaper.

According to the newspaper the day after the suicide attacks that left several people dead and many injured in the month of July 2015 in Chad and Cameroon, the General Secretariat of the CEEAC has re-launched the debate on the Special Fund.

According to Allam Mi "This situation shows the urgent necessity for the Member States to make available the special fund of FCFA 50 billion decided by the Extraordinary Conference of Heads of States of COPAX in Yaoundé on February 2015 in support of Cameroon and Chad."
