National Assembly: Three CPDM MPs get furious

Members of the Parliamentary Network for the Sustainable Management of Forest Ecosystems of Central Africa (Repar) evaluated the consequences of the last Finance Act 2015 and subsequent texts on the riverside communities of logging.

Well before the start of work, which took an hour late, they had an exchange in the conference hall # 3 of the National Assembly of their activities during the inter-session period.

The atmosphere was friendly: Accolades and smiles across corners but there were no signs that MPs Martin Oyono, Gaston Komba and Albert Dooh Collins will get along during work.

The dispute between the party MPs occurred during the speech of Gaston Komba. The arguments of the latter appeared to be against the considerations of all present..

According to the MP of Nkam, he should not make a bad interpretation of the Finance Act. He argues that the principles of law if it is accepted, a similar text repeals another text; superior text can abrogate another text.

"It is not right to say a new text automatically repeals the former. To say that the Finance Act is a law that can change the tax provisions that exist in another law," begins the MP Nkam.

No doubt, as he tries to demonstrate the current equalization of the forest's 50% royalty to the State and 50% to Commons, a sudden voice interrupts him.

"He is a member of the government," he hears before replying: "I do not aspire to enter the government. Those who say that I am a member of the government may be it is them who want to enter the government." Voices raised in the room and he remained unmoved. Hardly did he speak again and then the intervention of the member and moderator Martin Oyono saying "community does not mean common."

Then came an exchange between the two men. "M. Oyono I am a lawyer and I'll tell you one thing. You are a lawyer but in different degrees. You must let me speak. I would like to remind you that the municipality is a legal entity and that the community is a social entity. As a lawyer you must know," defends Gaston Komba, a member of the Committee on Finance and Budget.

After him the deputy Dooh Collins sinked the nail, "thank you pass me the floor. I regret that this respectable Assembly has transformed into a forum of the uneducated," says MP of Wouri. Immediately the atmosphere becomes superheated. "You do not interrupt people as they speak", things returned to normal after Senator Matta, Vice President of Repar, used the point of order. But the three men continued their fight during the interview period.
