Françoise Foning summoned for misappropriation of funds

The procedure conducted by the Attorney general of the Republic is based on information and other accusations made by the Mayor of Douala 5th over the past four years. The procedure follows the instructions of the Attorney general at the special criminal court (CHT).

The correspondence dated July 31, 2014 instructed the initiation of proceedings by the public prosecutor against the Mayor of the 5th arrondissement of Douala municipality, Françoise Foning.

This procedure deals with the misappropriation of public funds. Sources close to the case suggest numerous denunciations made by officials of the decentralized Community, members of the municipal Council.

Corroborating sources, the interrogation phase started on 11 September 2014 concerning a dozen people. Including close associates of the Mayor of Douala 5th, the Secretary general of this community, the municipal receiver, the Chief of staff as well as officials of the Protocol of the Mayor, with city councilors and certain Deputy of this Borough Hall.

People variably interviewed as witnesses or informers. The case led by the special criminal court division is based on a series of charges, denunciations and personal solicitations and other members of the City Council of the 5th Mayor of Douala.

Correspondence and other documents produced since the year 2011. "It is a non-exhaustive list of some collaborators of the 5th Mayor of Douala and itself." For the most part, introduced sources evoke an amount of 5 billion FCfa as the body of the crime due to fiscal years cumulative period from 2010 to 2014.

In fact, presumptions against the Mayor of the District of Douala 5th and certain of the employees focus on the embezzlement of nearly $240 million through the creation of a tax record with profits of 240 million. Just as the investigations carried out by the division of investigations of the CHT would lose no less than 2 billion Fcfa.

For the time being, Ms. Foning received no summons from the Attorney general, to our knowledge. The budget of the municipality does not exceed three billion CFA francs.
