Fame Ndongo has signed a decree to clarify the roles of offcials during the organization of the different university examinations.

The Mutations daily, on Wednesday, September 23, indicated that the decree aims to "ensure a better functioning of the panels of the entrance examination in the institutions of the State universities.”

Mutations added that the document aim is to specify and clarify the responsibilities of the various bodies involved in the organisation of competitions. This will be in addition to the documents required for the members of the jury and the questions once deliberations are completed.

“He included minutes of the proceedings involving (in addition to all the notes and medium candidates) signature readable from all members of the Board who actually took part in the work, the names and forenames of the signatory, the date and place of signature. This, together with a report on the discussions, described by all the board members with names and surnames of the latter.”

Regarding the draft text on the publication of the list of nominees for the final admission (merit or alphabetical order, as the case may be), presented in French and English, the decree indicated that it must be followed by the precision: "candidates are admitted subject to the presentation of the originals of the required diplomas. Waiting list will be presented according to the same requirements as for the final proposals for admission.”

Fame Ndongo wrote that it is imperative to “specify the deadlines in which admitted applicants must register at the institution, as well as the prescribed manner of eventual transition of the candidates from the queue to the final list.” The proposal for the admission of applicants on the waiting list should be addressed by the Minister for Higher Education and must be in the same academic year, and no later than one month after the registration deadline of the candidates of the main list, sources said.

Mutations said that Jacques Fame Ndongo’s decree stressed the fact that the working documents of a confidential nature should be handed over to the head of the establishment at the end of the deliberations. Only the president of the Board, the representative of Minesup and the Director of Academic Accreditation and Quality retain theirs for the remainder of the proceedings.

All these measures aim to avoid scenarios such as the entrance examination at the Institute of external relations of Cameroon (Iric), in March, where the Minister of Higher Education was taken over by publishing a second list 24 hours after a first. The case was publicized and called on the intervention of the president of the Republic, Paul Biya.
