Cameroon prepares for online public contracts bidding in 2016

An "extremely important" project is under the Department of Public Markets (Minmap) which is the implementation of public procurement online.

The Minister for the Presidency, in charge of Procurement, Abba Sadou, announced it on Thursday while presiding over the first biannual meeting of consultation with regional delegates.

The Minmap explained that tenderers may take notice of tender and know the launch date via the Internet. Allocations will also be made online and the results reported on the same platform.

The process aims to accelerate the award of contracts. For the year 2016, it is planned that almost 7715 public procurement to go online.

Regarding the assessment of the performance of public contracts for the year 2014, the table displays the rate of 80%. "Over ten markets scheduled, eight were actually executed and delivered in the ten regions," explained the minister who said he was very pleased with achieving this rate, which reflects in his view, the relevance of the reform.

In questioning including the fate of the remaining 20% of markets, Abba Sadou added that responsibilities should be established to justify this failure.

"We will put the perpetrators of these dysfunction companies to meet their responsibilities," he added. The goal is to understand the system and put an end to abandoned sites.

The other aspect of this meeting focused on assessing the performance of procurement in 2015. In this regard, the first region that was noted in particular was Adamawa indicating a satisfactory rate of contract awarded, it was at 84%. This is a significant improvement as Minmap believes the region will probably finished signing at the end of the June markets. It will then have six months, which will be devoted to the execution phase.
