Bapes Bapes accused of misappropriation of state fund

The Minister of secondary teaching, Bapes Bapes has been called to answer to the use of 800 millions fcfa before an examining magistrate. As at now, a dozen people have already been interviewed in the judicial investigation of the Bapes Bapes' case.

The Judge in charge of the case, Annie Noelle Bahounoui Batende auditioned the State inspectors who led the mission at the Ministry of teaching secondary for the fiscal years 2005 and 2006. The public prosecutor of the Tcs relied inter alia on the report from the CONSUPE to trigger proceedings against the Minister, Bapès Bapès.

The faults identified by the CONSUPE against Minesec were then reflected in the introductory submissions that were passed by the public prosecutor to the investigating judge who has now used it to indict the Minister. Therefore in reality, the work of Annie Noëlle Bahounoui is focused around this report. Before the examining magistrate, Louis Bapès Bapès has been called to explain offences of embezzlement of public funds of approximately 800 million CFA francs.

He is accused of the diversion of almost 243 million CFA francs collected for solidarity fund and promotion of education; the withhold of fees to be repaid to the Treasury of about two million CFA francs after a performance by a hotel company; the diversion of more than 63 million CFAF under a construction contract in the North; the diversion of 53 million CFAF under a contract for the delivery of security diplomas at the Ministry of secondary Education.

The most important charge against him focuses on premiums which could have been illegally channelled to the personnel of the Ministry of secondary education in the context of the Organization of examinations and competitions in the 2005 and 2006 sessions.

According to the report from the State inspectors, the damage could amount to more than 300 million CFA francs. In this regard, several Ministers who had perceived these premiums and collaborators who had been cited in the report of the CONSUPE were charged in 2010 by the investigating judge, Manga foe, of the High Court in Mfoundi.

Regarding this premium, in its order for reference of July 2011, the investigating judge, Manga foe, deliberately chose not to pursue the Minister Louis Bapès Bapès. For these facts, the case has thus been interrupted and thus a disjunction of procedure.
