61.39% of contracts awarded in the Far North

For fiscal year 2015, the Extreme North region has a budget of FCFA 10,120,831,000 in public investment credit for 659 projects, 329 of bidding.

According to information obtained at the Regional Delegation of Public Procurement of the Far North, before mid-March 2015, 202 contracts had already been launched and awarded twenty, giving a passing rate of 61.39%.

For the president of the regional committee of the participatory monitoring of BIP, "whether the administration and even the monitoring committee, we have learned the lessons of the past and we believe to improve outcomes for all projects that are planned to benefit populations and are executed at least 90%, "says Zondol Hersesse, chairman of the regional committee of the participatory monitoring of BIP in the Far North.

"It is clear that despite the many actions taken to support and facilitate the implementation of projects, many projects are not executed on time. Our region hardly reaches the level of 80% physical realization ".

To this observation, one can add a lack of information in the field of the program budget, reform of public procurement, financial control, the same knowledge of the financial system with state law; certain provisions are related to the public procurement sector.

"There was an under-capitalization of SMEs that result in non-compliance with procurement lead times," said Zondol Hersesse. To avoid the excesses that hinder the execution of public contracts and enable actors to respect the prescribed time, a seminar was organized by the regional committee of the participatory monitoring of BIP in the month of March.
