46 exam candidates and examiners sanctioned by Minsec

They were pinned for various offences including substitution for candidates, scam and extortion, fraudulent registrations, subcontracting and demanding of examination fees from candidates, refusal to correct exam copies, late filings of applications.

For these and many other prohibited practices, Ernest Jean Massena Ngalle Bibehe, the Minister of Secondary Education (MINESEC), hit on the point. The affected are twenty candidates for undergraduate studies diploma (BEPC), the National Vocational Qualification (Cap) and Certificate of pedagogical skills of teachers in nursery and primary education (Capiemp) during the last session in 2015. They are from regions of Adamawa, Centre, East, Far North and Littoral.

On the part of the examiners, fifteen were arrested by MINESEC. They include teachers, founders of schools, evening classes leaders, censors, principals of institutes...

Their offenses occurred in areas of the Centre, East, Littoral, Far North and West. The third category of people sanctioned were "mercenaries" for most graduates presented for the BEPC, CAP or CAPIEM on behalf of their friends. They were arrested and eleven of them in the regions of Adamawa, Centre and East.

According to a knowledgeable source in MINESEC, the reports were from official representatives of the examination centers as soon as the malpractices were discovered.

After an examination session, MINESEC reviews the recorded malfunctions. They are addressed to the management of examinations which then proposes sanctions to the Minister.

According to our source, this is not the first time that fraudsters are caught and as long as there are these bad practices, sanctions will follow.

For the Minister Ernest Jean Massena Ngalle Bibehe, in sanitizing the examinations, "everything should take place in clarity. Therefore all failures will be fought with the utmost energy to the end, the Department has an objective in certification," assured a source close to the minister.

The 46 candidates and examiners are prohibited in any exam rooms for the next three exam sessions including exams organized by the Office of the Bachelor of Cameroon. They will continue to perform their functions, but some will have to answer for their actions in court, said the Director of Examinations.

According to the decision of the Minister signed October 27, the Director of Examinations, competitions and certification, regional and departmental delegates of MINESEC, heads of sub-centers and examination centers are responsible for monitoring and carrying out of these sanctions.

The only positive point in this case is that the number of fraudsters as estimated by MINESEC is lower.
