16 recommendations adopted at the Social Economy Day

From Wednesday 14 to Friday, October 16, 2015, the Yaoundé Conference hall situated at Mont Nkol-Nyada, hosted the second edition of the National Social Economy Day.

The event, which had as its central theme "Reflections on Public Policy coaching and support to organizations and social economy enterprises" was placed under the patronage of the Prime Minister, head of government.

In opening the workshop on the 2nd social economy day on Wednesday, Minister Laurent Serges Etoundi Ngoa, personal representative of the PM, reminded the audience of the government action for the period 2010- 2020, and gave the place of pride of the social economy in its strategy to modernize the productive apparatus, because of the potential to create wealth and jobs in this sector. The social economy, said the speaker, is a socio-economic structure that brings together companies and organizations advocating a different economy based on values and a way of collective and democratic governance.

Throughout the three days, during which the workshop was held, lectures and workshops were successful. It was themed: MINPMEESA General Policy for structuring organizations and social economy enterprises or, collective entrepreneurship and its contribution to the emergence of the Cameroonian economy in 2035.

These brainstorming sessions had at least 150 participants from governments, civil society and development partners of the ten regions, to initiate deep reflection, in keeping with the theme.

Thus, at the close of the national social economy day, Friday, October 16, 2015 at the convention center, six recommendations were adopted, namely:

1- The urgency and necessity of the completion of the regulatory and institutional current project on social economy in order to accelerate the process of migrating organizations and social economy enterprises; with notably:

-the creation of a national database of organizations and companies labeled the social economy; the creation of a promotion organizations and social economy enterprises funds.

2- the need and the establishment of a government coordination support related organizations and social economy enterprises in order to harmonize the different policies and better monitoring and evaluation of the actions of the government.

3- the need for the establishment of a master plan for structuring organizations and social economy enterprises.

4- the need for all stakeholders to take ownership of and popularize the specific benefits to collective entrepreneurship.

5- the need for networking instruments of government and non-government support to organizations and social economy enterprises.

6- consideration of the gender and disability approach in the context of development programs and projects in the social economy in accordance with the requirements of a share of the national gender policy and also of the Social Development Commission of the United Nations which Cameroon is a member.

7- institutionalization of national social economy days and the allocation of significant resources.

8- awareness and accountability of all stakeholders to good governance requirements.

9. the establishment of a national managerial building and technical capacity of organizations and social enterprises program.

10- the development of a specific information system of regular production of statistics on the social economy.

11- awareness of organizations and enterprises in the social economy to the importance of the voluntary social insurance.

12. the development and dissemination of manuals of procedures for greater transparency in the granting of support and the application, organization of social economy businesses, specific tax rules and procedures.

13- ownership and effective implementation by the municipal executive, skills transfer mechanisms and resources in the context of decentralization.

14. the involvement of senior officials of the different administrations and local elected officials in the work of national social economy day.

15. the establishment of a partnership platform between MINPMEESA and regional and local authorities in order to support local development in social economy.

16. support and the establishment of an umbrella platform of management structures of organizations and social economy enterprises.
