CONDITIONS OF ESTABLISHMENT OF PASSPORTS
Decree No. 2013/002 of 4 January 2013
The President of the Republic decrees
Article 1:The President Decree sets out the conditions for the establishment of passports.
Article 2: The passport is an official identity document issued to Cameroonian nationals to travel outside their national borders.
Article 3: It is established three types of passports :
- Ordinary passport, green;
- The service passport , brown ;
- The diplomatic passport, red.
Article 4:
1. The passport is in the form of a book with two rounded ends , 125 mm long and 88 mm wide with 32 numbered pages.
2. Bring on the cover the following inscriptions in gold embossed .
2A the top of the page , " COMMUNITY ECONOMIC AND MONETARY CENTRAL AFRICAN " in French and English;
2B in the middle of the page, the seal of the Republic of Cameroon ;
2C at the bottom of the " PASSPORT " page, " PASSPORT SERVICE " or " DIPLOMATIC PASSPORT " in French and " PASSPORT ", " PASSPORT SERVICE " or " DIPLOMATIC PASSPORT " in English.
3. The coat of arms of the Republic of Cameroon is located in the center of the cover page.
4. The inside cover has a map of the Republic of Cameroon , followed by a glossary in the five languages of the Community.
The lexicon consists of the following information:
- Name
- The name
- The nationality
- The date of birth
- Sex
- The place of birth
- The date of issue
- The expiration date
- The place of issue
- The profession
Map of the Republic of Cameroon and the lexicon are framed in a rectangle of yellow color, Map of Cameroon appears under ultraviolet light .
5. Page 1 bears the words " ECONOMIC AND MONETARY COMMUNITY OF CENTRAL AFRICA " and " PASSPORT " , followed by " REPUBLIC OF CAMEROON " in French and English, and amoiries of the Republic. Everything is in a frame guilloche red, having as its basis a graphic pattern in a mini lake, which is registered in the allocation number coded passport .
6. Page 2 , written horizontally, contains the identification data of the passport holder . It has a frame of 45 mm x 35 mm when taking pictures and enlarged right ghost image scanned . She wears legibly in English and French, the following data :
- Kind
- Country code
- Passport number
- Name
- Date and place of birth
- Nationality
- Sex
- Occupation for ordinary passport
- Function or quality service passports and diplomatic passports
- Date of issue and expiry
- Place of issue
Each datum is followed by a number which refers to the lexicon of the inner cover.
The word " passport " and " Visa " appears above the photograph.
This page is protected by a hot melt adhesive and colorless plastic film. It has at its base a reading zone MRZ alphanumeric.
7. On page 3, written horizontally, is reserved for the signature of the holder, as well as identity, signature and stamp of the authority that issued the passport.
8. Pages 4-31 are reserved for visas on ordinary passports and service. Pages 4-32 are reserved for visas in diplomatic passport. They feature the logo of the CEMAC and the map of Cameroon. These elements are placed under a ultra -violet light.
9. The inner cover page background includes significant recommendations in French and English. Cameroon map appears under ultraviolet light.
10. The passport also provides:
- An integrated storage for image facies circuit
- A chip attached to an antenna and embedded on the cover
- Perforated pages numbered laser with check digit
- A durable protective film
- An imprint on the cover page
Article 5: validation of the passport is five years for ordinary passport and three years for diplomatic and service passports
Article 6: the passport is renewable but its validity can not be extended
Article 7: the passport is refused :
- At the initiative of the Public Prosecutor in case of prosecution for a crime or challenge
- In a sentence not yet executed
- At parolee , before the expiry of his sentence
- At the Treasury debtor , if the subject of an order of ministers in charge of finance, labor and social security
- In case of damage to national security
Article 8: The passport can be removed at the owner if it is in one of the cases listed in Article 7 above.
Article 9:
(1) The refusal or withdrawal of the passport pursuant to Articles 7 and 8 above under the jurisdiction of the Delegate General for National Security and Minister for Foreign Affairs as appropriate.
(2) The decision must be substantiated and notified to the applicant or holder.
TITLE II OF THE PASSPORT REGLMENTATION
CHAPTER 1: THE ORDINARY PASSPORT
Article 10: the ordinary passport is issued by the Delegate General for National Security
Article 11: the issuance of ordinary passports gives rise to the payment of stamp duties set by the Finance Act
Article 12:
(1) All Cameroonians applying for a regular passport must apply to the Delegate General for National Security
(2) For Cameroonians living abroad , the application is filed with Heads of Diplomatic Mission or Consular Post of Cameroon
(3 ) the application is accompanied by the following :
- A certified copy of the birth certificate
- A certified photocopy of the national identity card
- A certified copy of the marriage certificate for married women
- A copy of the decree of naturalization or restoration where appropriate
- The certificate of loss of passport, if necessary
Article 13: passport application for a minor child is induced by one of the parents or, where appropriate, by the legal guardian and is supported in addition to the constituent parts of the dossier referred to in Article 12 paragraph 3 above, a certified copy of the national identity card of the applicant and in the case of legalized parental consent of a parent for the intended voyage.
CHAPTER II
PASSPORT SERVICE
Article 14: Passport service is delivered to all Cameroonian nationals who are not entitled to a diplomatic passport , is responsible for a permanent mission abroad , or is called by its functions to perform common tasks abroad on behalf of the Government.
Article 15:
(1) The passport is issued by the services Issued by the Delegate of National Security, at the request of the competent authority.
(2) The application shall be accompanied by the following documents :
- A certified copy of the birth certificate
- A certified photocopy of the national identity card
- A copy of the task order
- A photocopy of the appointment or assignment
- A certified copy of the marriage certificate for married women
Article 16: Issuing the passport service is free.
Article 17: Were entitled to a service passport for travel abroad during their term of office.
A. Civilian and military functions or agents of the State attached to the Diplomatic Missions and Consular Posts Cameroonians and their spouses and children unemancipated minors
B. Secretaries General of ministries
C. Holders of a government mission abroad, conferred by the President of the Republic
D. Defence Attachés and Assistant Defence Attaché
E. The Military Advisers and Attachés Specialized Earth, Air , Sea and Force
F. The Economic , Cultural and Financial Advisors of Diplomatic Missions and their deputies, as well as spouses and minor children no emancipated
G. Officials framework Attachés of Foreign Affairs
H. Diplomatic Couriers
I. Any other person authorized by the President of the Republic
Article 18: are also entitled to a service passport for travel abroad for the duration of their mission:
A. Civilian and military officials and agents of the state traveling for business reasons
B. Parliaments, with the exception of officers of the Senate and the National Assembly who are entitled to diplomatic passports
C. The heads of establishments and undertakings of a public nature , and their employees , up to the rank of Head of Service
D. Cameroonian international organizations dealing in universal and regional character, the functions of Deputy Director - up to the rank of Manager, as well as their spouses and
unemancipated minor children
E. Cameroonian organizations involved in sub - regional functions of Directors to the rank of Head of Service, as well as their spouses and unemancipated minor children.
CHAPTER III
DIPLOMATIC PASSPORT
Article 19:
(1) The diplomatic passport is issued by the Minister of External Relations, at the request of career diplomats or the competent authorit where appropriate.
(2) The application shall be accompanied by the following documents :
- A certified copy of the birth certificate
- A certified photocopy of the national identity card
- A photocopy of the appointment or the order of integration
- A certified copy of the marriage certificate , where appropriate
- A certified copy of the birth certificate of the minor child
Article 20: Issuing diplomatic passport is free.
Article 21: Diplomatic passports are granted for travel abroad, the following persons :
A. The President of the Republic
B. President of the Senate
C. The President of the National Assembly
D. The Prime Minister
E. The Chairman of the Economic and Social Council
F. The President of the Supreme Courts
G. President of the Constitutional Council
H. General Prosecutor of the Supreme Courts
I. The Former Heads of State
J. Members of Government and persons during the course of their duties
K. Veterans Prime Ministers
L. The Ministers of Foreign Affairs Veterans
M. Board Members of the Senate
N. Members of the Board of the National Assembly
O. Presidents of the Regional Councils
P. Members of the Constitutional Council
Q. Officials in service to the Presidency of the Republic
Republic with the rank of months Attached;
R. officials in the Prime Minister services with at least the rank of attaché
S. General officers during their activity
T. officials framework Diplomats
U. Non diplomats officials serving in Ministry of Foreign Affairs with at least the rank of Director
V. Cameroonian dealing in international organizations of a universal character and Regional, the Secretaries General , Deputy General Secretaries
W. Cameroonian occupant in the sub- regional organizations, Deputy General Secretaries
X. Counselors, secretaries and attachés within the Embassy Chancery
Y. Any other person approved by the President of the Republic
Article 22: are also entitled to diplomatic passports , spouses and minor children not emancipated :
A. President of the Republic
B. President of the Senate
C. President of the National Assembly
D. First Minister
E. President of the Economic and Social Council
F. The first president of the Supreme Court
G. President of the Constitutional Council
H. General Prosecutor of the Supreme Court
I. Former heads of state
J. Members of Government and persons during their term of office
K. Cameroonian dealing in international organizations of a universal character and Regional, the Secretaries General , Deputy General Secretaries
L. Officials framework Diplomats
M. Counselors, secretaries and attachés within the Embassy Chancery.
Article 23: Diplomatic passports personal joining their original administration or allowed to claim their pension rights and those of their spouses and minor children shall be returned to the Ministry of External Relations except :
- Of those with dignity Embassy
- Officials from the scope of Diplomats .
PART III MISCELLANEOUS, TRANSITIONAL AND FINAL
Article 24: The passport is valid for all countries except general decision taken contrary or individual , as appropriate, by the Delegate of National Security or by the Minister of Foreign Affairs.
Article 25: Loss or damage to a passport must be reported by the holder to the authority which issued it .
Article 26: Any fraud discovered in the establishment and use of passport exposes its author and his accomplices to the penalties provided by law.
Article 27:
(1) During a transitional period of six months, renewable, the Minister of External Relations and Delegate General for National Security are entitled, in all that relates to the date of signing of this Order, to issue ordinary passports, service and Diplomacy, established by Decree No. 90/ 1245 of 24 August 1990 , as amended and supplemented by Decree No. 91 /263 of 31 May 1991 and decrees 2006/260 of 17 July 2006 and No 2012/ 360 of 26 July 2012 mentioned above.
(2) passport referred to in paragraph 1 above and those outstanding at the date of signature of this Decree, shall remain valid until their expiration date.
Article 28 - . Minister of External Relations and the Delegate General for National Security are each in the sphere, for the execution of this decree shall be registered, published according to the procedure of urgency and inserted in the newspaper Official in French and in English
